In his address marking the 35th anniversary of Uzbekistan’s independence, President Shavkat Mirziyoyev outlined seven national development programs through 2036, covering education, healthcare, a high-tech economy, water and environmental sustainability, the rule of law, the role of the mahalla as a driver of local development, and Uzbekistan’s international standing.

The core investment agenda is concentrated in the third program, which focuses on transitioning the economy toward a model based on advanced technologies and higher labor productivity.

Key targets include:

→ $10,000 — targeted GDP per capita by the end of the decade

→ $300 billion — targeted GDP of Uzbekistan by 2030

→ $450 billion — foreign investment target over the next 10 years

→ 2 million — high-income jobs to be created in industry

→ a stronger focus on startups, venture capital, and artificial intelligence

The program sets a long-term institutional framework for the non-extractive investment agenda, with priorities including technology localization, industrial modernization, venture financing infrastructure, and workforce development for high-income professions.
